Appropriate action in the current environment is critical to survival of all living creatures. Intelligent action requires us to reason about the future consequences of actions and form plans to achieve goals. This ability develops early in childhood and is part of what we call common sense. Planning requires us to accommodate conflicting desires. For example, you want to get to the hospital fast, but also safely. Should you run red lights? The answer may depend on whether you are going to the hospital because of a life-threatening injury. Planning is difficult because it requires common-sense information about the world.
